This is another civil war set made by Playmobil in 1994, the Rebels Artillery, set number 3784.
The guy with a large hat is the captain, wielder of a golden sword. The set comes with a cool red explosive barrel and several yellow shells.

The photo above shows all the accessories you get in this set, a spring powered cannon, five yellow shells, a water bucket, the cannon wagon with two horses and three rebel soldiers.
This set is probably not very PC for these days, but back then it was not an issue at all, just a historical set representing the US Civil War. A way for fans of history to pose little soldiers and represent historical events.
